A proposal regarding Twitter

Twitter seem to have a serious problem with threatening or abusive tweets. I've thought about it, and I think I have a solution:

- First, add a button next to tweets that enables you to mark them as abusive. You can only do this if you're @mentioned in the tweet, to prevent abusing the abuse button.

- If you mark a tweet abusive, a couple things happen. One is, that user's tweets will no longer show up on your timeline, whether they mention you or not. Another is, that user will have an abuse counter incremented.

- After their tweets have been marked enough times, an administrator will manually review the account. It might be closed, it might be given a warning email, it might be rate-limited (one tweet per hour / day, maybe), whatever.

So, this would probably help the "torrent of hatred" problem some. People could still say whatever they wanted but not force you to see it.
